Policeman Kevin Wong is on his daily patrol of Singapore's East Coast Park when he sees the aged Goh Teck Seng standing on a jetty. Teck scatters ashes from an urn into the sea. When Kevin demands to see a license, Teck admonishes him. Teck explains he had promised his late wife he would scatter her ashes by sunset on this day. Feeling sorry for Teck, Kevin brings Teck to the Ministry of Death to apply for a license to scatter ashes. Kevin discovers the many, varied, obstacles he must surmount to get the license. To help Teck keep his promise by sundown, a frustrated Kevin decides to use force.
